This site presents the work of TREADS (Transboundary Rivers, Ecologies and Development Studies) group, a research cluster at the Centre for Policy Research, New Delhi. TREADS is anchored by the MoJS Research Chair – Water Conflicts and Governance established by the Ministry of Jal Shakti, Government of India.
India’s twenty-five river basins are shared by its multiple States and Union Territories. This creates a mutually dependent system of inter-State river water governance. The shared nature of this scarce and indispensable resource and the varied interests of the States involved has often led to the recurrence of protracted conflicts over river water which see no easy resolution.

This paper presents an alternative and a more complete and critical appraisal of interstate cooperation in the Telugu Ganga project focusing on transboundary political interactions to offer the following findings.
The paper aims to reorient the way cooperation and conflict are looked at in the context of inter-state rivers.
The overarching aim of the presentation is to study the engagement of non-state actors in transboundary governance of rivers, taking the example of Kosi.
